This is a story contained in Ken Starr's report to the U.S. Congress titled "Referral to United States House of Representatives Pursuant to Title 28, United States Code, 595(c), submitted by The Office of the Independent Council, September 8, 1998." Ken Starr and his staff wrote it based mainly on the grand jury testimony of Monica Lewinsky. I edited it. As one might expect of a lawyer, Ken Starr has a remarkable facility for making a sexy story boring. I removed a lot of boring stuff and reworded it a little. Still, don't get your hopes up too much. You can't turn a sow's ear into a silk purse.
In November, 1992, Bill Clinton was elected president of the U.S. (and was re-elected in 1996). In January 1994, Robert Fiske was appointed independent council to investigate the relationship of Bill and Hillary Clinton to Whitewater. In August 1994, Ken Starr replaced Robert Fiske as independent council to head up the Whitewater investigation. Although his extremely lengthy and expensive investigation was pretty much a waste of time and money since it couldn't pin anything on the Clintons, Ken found and set up an effective perjury trap for Bill Clinton. It was based on something entirely unrelated to Whitewater and the various other topics he was asked to investigate -- the dalliance Bill had with Monica Lewinsky. And so the story begins...

Monica Lewinsky started working at the White House as an intern in July, 1995. She was infatuated with Bill Clinton, and at every opportunity made eye contact with Bill, shook his hand, and introduced herself to him. Some time later, Monica ran into Bill in the West Wing basement and she introduced herself again. Bill responded he already knew who she was.
In the autumn of 1995, an impasse over the U.S. federal budget forced the federal government to shut down for one week, from Tuesday, November 14, to Monday, November 20. Only essential federal employees were permitted to work during the furlough, and the White House staff of 430 shrank to about 90 people for the week. White House interns could continue working because of their unpaid status, and they took on a wide range of additional duties.
During the shutdown, Monica worked in a West Wing office, where she answered phones and ran errands. Bill Clinton came to that office frequently because of the shutdown, and he sometimes talked with Monica. Monica looked on these encounters as continued flirtation.
The second day of the government shutdown marked the beginning of Monica's sexual relationship with Bill Clinton. She and Bill made eye contact when he came to the West Wing, then again later at an informal birthday party. At one point, Monica and Bill talked alone. In the course of flirting with him, she raised her jacket in the back and showed him the straps of her thong underwear, which extended above her pants.
En route to the restroom at about 8 PM, Monica passed an office. Bill was inside alone, and he beckoned her to enter. She told him that she had a crush on him. He laughed, then asked if she would like to see his private office. Through a connecting door, they went through the President's private dining room toward the study off the Oval Office. They talked briefly and acknowledged there had been a chemistry that was there before and that they were both attracted to each other and then Bill asked her if he could kiss her. Monica said yes. In the windowless hallway adjacent to the study, they kissed. Before returning to her desk, Monica wrote down her name and telephone number for Bill.
At about 10 PM, she was alone in her office when Bill approached. He invited her to rendezvous again in a few minutes and she agreed. They met and went to the area of the private study. This time the lights in the study were off.
The two of them kissed. Monica unbuttoned her jacket and Bill touched her bare breasts with his hands and mouth. Bill took a phone call so they moved from the hallway into the back office. Somebody accidentally knocked pizza on her jacket, so she went to go use the restroom to wash it off and as she was coming out of the restroom, Bill told her, "You can come out this way."
The two walked into the area of the private study. There, she and Bill kissed. After a few minutes, she told him that she needed to get back to her desk. Bill suggested that she bring him some slices of pizza.
A few minutes later, she returned to the Oval Office area with pizza and told Bill's secretary that Bill had requested it. His secretary opened the door and said, "Sir, the girl's here with the pizza." Bill told her to come in and they went into the back study area. They kissed, and the President touched her bare breasts with his hands and mouth. At some point, the secretary approached the door leading to the hallway, which was ajar, and said that the President had a telephone call. While Bill was on the telephone, he unzipped his pants and exposed himself, and Monica performed oral sex on him. Again, he stopped her before he came.
During this visit, Bill told her that he liked her smile and her energy. He also said: "I'm usually around on weekends, no one else is around, and you can come and see me."
Monica got a job on the staff of the Office of Legislative Affairs and was at the White House on Sunday, New Year's Eve. On Sunday, January 7, 1996, Bill telephoned Monica early in the afternoon. It was the first time he had called her at home. She asked him what he was doing and he said he was going to be going into the office soon. She said, "Oh, do you want some company?"
He said, "Oh, that would be great."
She went to her office, and Bill called to arrange their rendezvous. They arranged that he would have the door to his office open, and she would pass by the office with some papers and then he would stop her and invite her in. That was exactly what happened. She passed by and that was actually when she saw a Secret Service Officer on duty outside the Oval Office. She stopped and spoke with the officer for a few minutes, and then Bill came out and said, "Oh, hey, Monica... come on in..." They spoke for about 10 minutes in the Oval Office. They sat on the sofas. Then they went into the back study went into the bathroom.
Monica and Bill kissed, and he touched her bare breasts with his hands and his mouth. He talked about going down on her but she stopped him because she was menstruating. She didn't know if her relationship with Bill was developing into a long-term relationship. She questioned Bill about his interest in her. She asked him why he didn't ask her any questions about herself, and whether it was just about sex or whether he had an interest in trying to get to know her as a person. The President laughed and said he cherished the time he had with her. They continued talking as they went to the hallway by the study. Then, with Monica in mid-sentence, he started kissing her. He lifted her top and touched her breasts with his hands and mouth. He unzipped his pants and pulled out his pecker, which she put into her mouth.

Bill told her that he no longer felt right about their intimate relationship, and he had to put a stop to it. She was welcome to continue coming to visit him, but only as a friend. He hugged her but would not kiss her.
On Friday, March 29, 1996, Monica was walking down a hallway when she passed Bill, who was wearing the first necktie she had given him. She asked where he had gotten the tie, and he replied: "Some girl with style gave it to me." Later, he telephoned her at her desk and asked if she would like to see a movie. His plan was that she would position herself in the hallway by the White House Theater at a certain time, and he would invite her to join him and a group of guests as they entered. Monica responded that she did not want people to think she was lurking around the West Wing uninvited. She asked if they could arrange a rendezvous over the weekend instead, and he said he would try.
On Sunday, March 31, 1996, Monica and Bill resumed their sexual contact. Bill telephoned her at her desk and suggested that she come to the Oval Office on the pretext of delivering papers to him. She went to the Oval Office and was admitted by a plainclothes Secret Service agent. In her folder was a gift for the President, a Hugo Boss necktie.
In the hallway by the study, the two kissed. On this occasion, he focused on her pretty exclusively, kissing her bare breasts and fondling her pussy. Bill phoned her, sometimes leaving a message, four or five times in the month after she started working at the Pentagon, then two or three times a month thereafter for the rest of 1996. During the fall 1996 campaign, the President sometimes called from trips when his wife was not with him. During at least seven of the 1996 calls, the two had phone sex.
Bill telephoned her at about 6:30 a.m. on July 19, the day he was leaving for the 1996 Olympics in Atlanta, and they had phone sex, after which the President exclaimed, "Good morning!" and then said, "What a way to start a day!"
Monica repeatedly told Bill she disliked her Pentagon job and wanted to return to the White House. A month passed and he called one night, and she said, "Well, I'm really unhappy."
Bill said, "I don't want to talk about your job tonight. I'll call you this week, and then we'll talk about it. I want to talk about other things" -- which meant phone sex.
She expected to talk with him the following weekend, and she was "ready to broach the idea of going to the campaign," but he did not call.
Monica and Bill also talked about their relationship. During a phone conversation on September 5, she told Bill that she wanted to have intercourse with him. He responded that he could not do so because of the possible consequences. The two of them argued, and he asked if he should stop calling her. "No," she responded.
During this time, Monica occasionally saw Bill in public. She said about it, "I'm an insecure person... and I was insecure about the relationship at times and thought that he would come to forget me easily and if I hadn't heard from him... it was very difficult for me... Usually, when I'd see him it would kind of prompt him to call me. So I made an effort. I would go early and stand in the front so I could see him..."
Continuing to believe that her relationship with Bill was the key to regaining her White House pass, Monica hoped that Bill would get her a job immediately after the election. "I kept a calendar with a countdown until election day," she later wrote in an unsent letter to him. The letter states:
I was so sure that the weekend after the election you would call me to come visit and you would kiss me passionately and tell me you couldn't wait to have me back. You'd ask me where I wanted to work and say something akin to "Consider it done" and it would be. Instead I didn't hear from you for weeks and subsequently your phone calls became less frequent.
Monica grew increasingly frustrated over her relationship with Bill Clinton. One friend understood she complained to him about not having seen each other privately for months, and he replied, "Every day can't be sunshine." In email to another friend in early 1997, she wrote: "I just don't understand what went wrong, what happened? How could he do this to me? Why did he keep up contact with me for so long and now nothing, now when we could be together?"
In 1997, Bill and Monica had further private meetings, which now were arranged by his secretary, Betty Currie. Monica would often call Betty and say she wanted to see the President, sometimes to discuss a particular topic.
The meetings between Bill and Monica often occurred on weekends. When she would arrive at the White House, Betty would authorize her entry and take her to the West Wing.
On February 14, 1997, the Washington Post published a Valentine's Day "Love Note" Monica had placed. The ad said:
With love's light wings did

Monica and Bill had a sexual encounter on Thursday, February 28 -- their first in nearly 11 months. Wearing a navy blue dress, Monica attended the radio address at Bill's invitation, then had her photo taken with him. She had not been alone with him since she had worked at the White House, and she was really nervous. Bill told her to see his secretary after the photo was taken because he wanted to give her something. She waited a little while for him and then they went into the back office.
In the study, Bill started to say something to her and she was pestering him to kiss her because it had been a long time since they had been alone. Bill told her to wait a moment, as he had presents for her. As belated Christmas gifts, he gave her a hat pin and a special edition of Walt Whitman's Leaves of Grass.
Monica described the Whitman book as "the most sentimental gift he had given me... it's beautiful and it meant a lot to me." During this visit, Bill said he had seen her Valentine's Day message in the Washington Post, and he talked about his fondness for Romeo and Juliet.
They went back over by the bathroom in the hallway and kissed. They were kissing and he unbuttoned her dress and fondled her breasts with her bra on, and then took them out of her bra and started kissing them and touching them with his hands and with his mouth.

Monica had what proved to be her final sexual encounter with Bill on Saturday, March 29, 1997. Betty Currie arranged the meeting after Bill said by telephone that he had something important to tell her. At the White House, Betty took her to the study to await the President. He came in on crutches, the result of a knee injury in Florida two weeks earlier.

She gave him the gifts in the dining room, and they moved to the area of the study.
Bill explained that they had to end their affair. Earlier in his marriage, he told her, he had had hundreds of affairs; but since turning 40, he had made a concerted effort to be faithful. He said he was attracted to her, considered her a great person, and hoped they would remain friends. He pointed out that he could do a great deal for her. The situation, he stressed, was not her fault. Monica, weeping, tried to persuade him not to end the sexual relationship, but he was unyielding. Although she and the President kissed and hugged afterwards, the sexual relationship was over.

Afterword by White Shadow
You might be wondering what is so nasty about this story. Like, why is it included in a collection of nasty stories? There wasn't much sex, just some petting.
Well, you must go beyond the few pathetic sex acts described by Monica Lewinsky to see what is so nasty. There are of course the bald-faced lies Bill Clinton told, like when on January 26, 1998, he looked directly into a TV camera and declared very forcefully, "I want to say one thing to the American people. I want you to listen to me. I'm going to say this again: I did not have sexual relations with that woman, Miss Lewinsky." Then there is the behavior of Ken Starr who dug up, at great public expense, some lurid details about a U.S. president and then put them all into a public report so we could have a good laugh at the president's expense. Of course, there is also the behavior of White Shadow who extracted the story from Starr's report and posted it to an Internet porn site. As for the hypocritical Republicans who have exploited this story for political advantage, well, "nasty" may be too mild a word. But what makes this story perhaps the nastiest of any in my story collection is the level of betrayal it displays. Bill Clinton suspected he couldn't trust Monica. Although she had sucked on his dick many times he wouldn't come for her. Finally she talked him into spewing his spunk. Then, instead of swallowing it all like a good little slut, she dribbled it on her dress, then kept the dress as evidence to be used against Clinton. Well, that may not have been her original intention, but still, Monica's indiscretion and later cold-blooded betrayal of a man who looked on her as a good friend and depended on her to keep her mouth shut is pretty nasty stuff. She could have kept quiet and even after Starr trapped her with an illegal taping by her friend who betrayed her, Monica still could have pleaded the 5th Amendment. But noooooo!!
